Elgin Street Center

 

Elgin Street Center is a conceptual design for a proposed job training and transitional housing project located on Elgin Street between Tierwester and Sampson in Houston’s Third Ward community. The Center was proposed to support the programs and services of Change Happens, which has been serving the neighborhood for over 25 years.
